Francisco Paulo Sant'Ana trabalhou como entregador de jornais e feirante. Formado em Direito, foi inspetor e delegado de polícia em Tapes, além de vereador do município de Porto Alegre, pela ARENA. Consagrou-se depois de começar a trabalhar no jornalismo.

Fanático pelo Grêmio, Paulo Sant'Ana foi contratado em 1971 pelo grupo RBS, como colunista de esportes do jornal Zero Hora e comentarista esportivo da Rádio Gaúcha. Meses depois, vira comentarista do então recém-criado Jornal do Almoço, da RBS TV Porto Alegre.
